Introduction
Brazil has had a turbulent few years, with political
infighting, corruption and economic malaise marring
the nation’s development. There were hopes among
the business community that the 2019 election of
Jair Bolsonaro, a man who once admitted “I really don’t
understand much about the economy”, would result in
a series of economic reforms, stimulating growth and
development. Sadly, this was not to be; as the BBC
reports: “expectations soon started to fall apart. A series
of government blunders and political infighting inside the
administration, a clumsy attempt at state intervention in
Brazil’s fuel policy and the lack of leadership in Congress
– hampered growth expectations.” Most targets were
