Introduction
As the origin point of the COVID-19 outbreak, China was
the first nation to enter into lockdown, but also one of the
first to relax such measures as cases within the country
declined. Whilst this might seem to have set the field for
an early recovery, it would appear that the CCP is taking
a more cautious approach and that progress might not be
so easy. Most notably, it was announced that China would
be scrapping its annual GDP growth targets, a landmark
move for the country which has published these goals
since 1990 and a possible sign of concern over setting
targets that might not be attainable. For reference, official
statistics show that China achieved 6.1% growth in 2019,
roughly in line with expectations. Whilst industrial output
